Why does trigger_recollect go to an endless loop?

Hello,

I am facing some issue after customer login.

When i debug, i check quote table of that customer, and it is set trigger_recollect=1

If i am set trigger_recollect=0 all works perfect.

already same thing happen in magento 1 also
