During the technical support an URL a Magento 2 website content is considered confidential if it is not publicly accessible, which means any access to them is technically restricted by some form of authentication (password authentication, public key authentication) or by client’s IP addresses (firewall).
All the others URLs and website content are not considered confidential during the technical support.
The only exception is a Magento 2 backend’s login page’s URL: it is publicly accessible, but considered confidential (because Magento company treats it so).
