According to the instruction for getting credentials for the version 3 of the Klarna Checkout API, you need write to usa@klarna.com:

Looks like the usa@klarna.com email address from the official Klarna instruction is broken:

The only way to get a US test account is through the web form here: Klarna for business | Klarna US
Click the ‘I’m in. Get in touch!’ link and fill out the form and the US Sales team will be in touch and take you through the process of setting up a test account.
