Copy the following files:

  • libssh2.dll from the PHP installation folder to the C:\Windows\System32 folder
  • php_curl.dll from the ext subdirectory of the PHP installation folder to the C:\Windows\System32 folder
  • libeay32.dll from the PHP installation folder to the Apache installation bin subfolder
  • libssh2.dll from the PHP installation folder to the Apache installation bin subfolder

Then restart Apache.
