[Moip] How to fix the «cURL error 28: Operation timed out with 0 bytes received» failure?

My API request is the same in the [Moip] How to fix the «Token or Key are invalids» failure? case.

Now I have got a response from the Moip API:

URL error 28: Operation timed out after 30015 milliseconds with 0 bytes received

The high level message from the Moip PHP SDK is:

Um erro inesperado aconteceu, por favor contate o moip

This error is random: sometimes the same request works, sometimes does not.
