[Dragonpay] What does «Unknown» response mean, and how it should be handled?

It is mentioned on the page 29 of the «Dragonpay Online Payment - Merchant Payment Switch API» (Version 1.00, Jul 1, 2016):

I have got an answer from the Dragonpay support:

You can treat it similar to Pending.
The only difference between them is with Pending, the user clicked the button to send an email link to the instruction.
With Unknown, we are not sure if user just completely abandoned the process.
