We are working on Magento 2 marketplace, and looking for an extension that allows a user to rate another user (as a vendor or buyer).

Do you know if there is any extension that could help us on reach the goal?

I do not think that such an extension exists, because a marketplace functionality is absent in Magento out of box, so there is nothing to extend.

No, I develop only the extensions which have a wide market (e.g. the payment extensions).
