How to enable the «Tax/VAT number» control on the customer registration and account forms?

Switch the following option from «No» to «Optional» or «Required» state:
«Stores» → «Configuration» → «Customers» → «Customer Configuration» → «Name and Address Options» → «Show Tax/VAT Number»
