Install a language package for the desired language

Open the backend’s «Stores» → «Configuration» page.

Change the settings scope to a particular website, store, or store view.

Go to the «General» → «General» → «Locale Options» configuration section.
Find the «Locale» option, uncheck the checkbox at the right, and select a locale.
